Devastator Made of Drones?

He further states that the non-transformable vehicles "will get Deluxe versions [that] can transform to robots, but I [don't] think [the] Deluxe versions [will] combine."

So there you go, Devastator in the movie will be a character made up of combined drones who have no personality whatsoever. The reason behind this is probably due to its complexity. However the gimmick of having them transform as individual character is likely in the toy versions.
