Devillsin, that is actually his alternate mode designed in the Dreamwave comics.
Here's a pic from the comics:

War Within is a comic series that depicts the Transformers' adventures before they came to Earth.
Therefore, they all still transformed into Cybertronian vehicles.
That is why his alternate mode looks like that.

Abang takato, Grimmy dan Prowl tak pernah sampai ke Malaysia lah...
Saya pun lama cari mereka 2 ni.
